EMERGENCY FLIGHTS ONLY ALLOWED INTO ABANDONED AIRSTRIP AT TOKUA (SOUTH EAST OF RABAUL). 3. PRIME MINISTER HAS CARRIED OUT ON-SITE DAMAGE ASSESSMENT. IMMEDIATE RELIEF IS BEING PROVIDED.
